Background
On February 14, 2026, the Ministry of Labour and Vocational Training held a job, social security, and vocational training forum in Snoul district, Kratie province. This event is part of a nationwide weekly series announced under the theme “Khmer Helping Khmer Find Work, Khmer Providing Khmer with Jobs,” aimed at facilitating local employment, especially for returnees from Thailand and local job seekers.
Scope of Application
The event targeted former migrant workers returning from Thailand, local job seekers, and youth interested in technical and vocational education and training (TVET). Participants were offered a total of 2,806 job opportunities from five factories and enterprises present at the forum.
Key Provisions or Decisions
During the forum, Senior Minister Mol Vibol highlighted that local employment presents safer and more beneficial work options compared to overseas employment with similar income. Workers employed locally gain protection under Cambodia’s social security system (BSS), including access to free healthcare at partner hospitals, occupational accident protection, sick leave, and retirement pensions comparable to civil servants. The Ministry encouraged youth registration in TVET courses as a priority skill development measure guided by the Prime Minister’s economic strengthening policies.
Implications for Investors, Businesses, or Compliance
The initiative supports employers in local industries by directly connecting them with a qualified workforce, particularly returned migrant workers. The effective expansion of social security membership through employment reinforces workers’ welfare and may enhance labor market stability. Ongoing vocational training efforts align with the national strategy to build human capital for economic development.
