Background
On January 21, 2026, the Ministry of Labour and Vocational Training (MLVT) of Cambodia and the International Labour Organization (ILO) co-chaired a joint technical working group (JTWG) meeting to promote the implementation of Cambodia’s Global Accelerator roadmap on decent work and social protection for the mid-term justice period. The roadmap was officially approved by the Royal Government of Cambodia in December 2024.
Scope of Application
The roadmap targets the informal economy, the shortage of skilled labour, and the expansion of social protection coverage and welfare systems. It involves coordinated efforts between the Cambodian government and United Nations agencies to ensure alignment with national priorities and unified practical implementation steps.
Key Provisions or Decisions
The JTWG discussed a joint plan to address critical challenges connected to the informal economy and workforce skills shortages. The roadmap focuses on fostering decent work particularly in the green economy, digital economy, and care economy sectors. It additionally promotes the extension of social protection systems to populations in non-formal sectors.
The Minister of Labour and Vocational Training emphasized the government’s firm commitment to closely collaborate with the UN system and leading international countries to realize the objectives of the Global Accelerator project, which supports Cambodia’s Sustainable Development Goals (SDGs).
Implications for Investors, Businesses, or Compliance
This roadmap signals a strengthened policy and institutional framework prioritizing decent work conditions and expanded social protection. Businesses and investors may anticipate a more structured approach to labour market development, improving workforce skillsets and social welfare, particularly in emerging sectors such as green and digital economies. Compliance with labour standards and social protection policies is expected to rise, reflecting Cambodia’s long-term socio-economic strategic vision leading to 2050.
