Training Workshop and Consultation on Draft Law on State-Owned Enterprise Management, February 2026

Background

In February 2026, the Accounting and Auditing Regulator (ACAR) organized a two-day training and consultation workshop aimed at enhancing understanding of corporate governance and performance management for state-owned enterprises (SOEs). The event also served as a forum for public consultation on the Draft Law on State-Owned Enterprise Management.

Scope of Application

The workshop targeted key stakeholders involved in the oversight, governance, and operational management of SOEs within Cambodia. It specifically addressed issues related to governance structures, performance oversight, and the regulatory framework governing SOEs.

Key Provisions or Decisions

The event focused on raising awareness of good practices in corporate governance and performance management of SOEs and sought feedback on the draft legislation designed to govern SOE management. The draft law under discussion aims to establish rules and guidelines to improve transparency, accountability, and operational efficiency of SOEs.

Implications for Investors, Businesses, or Compliance

This workshop and the draft law consultation hold significance for investors and businesses engaging with SOEs, as the forthcoming regulatory framework will impact governance standards, accountability mechanisms, and performance expectations. Enhanced governance of SOEs may improve operational reliability and reduce risks associated with public enterprises.
