Background
On February 8, 2026, municipal and district police stations under Battambang Provincial Police Headquarters conducted community outreach to distribute Khmer National ID cards, Residence Books (K2), and Family Books (K4) to residents directly at their homes.
Scope of Application
The Residence Book (K2) is an administrative tool used to collect and verify the number of persons residing at a specific location. It is not evidence of property ownership and is issued exclusively to individuals or families who are permanent residents or renters at that address, regardless of whether they hold other residences.
The Family Book (K4) records family relationships among Khmer nationals, including spouses and biological or adopted children. This document does not serve as proof of property ownership.
Key Provisions or Decisions
- Residents may request issuance of the Residence Book and Family Book at local commune or sangkat police administrative posts corresponding to their permanent residence.
- Residence Books cannot be used to claim ownership rights over housing or land.
- Family Books serve solely to document family relations and nationality status.
Implications for Investors, Businesses, or Compliance
These identification documents support civil administration and population management but should not be used for legal proof of property ownership. Investors and businesses engaging in property transactions must rely on proper land titles and ownership documents, not Residence or Family Books.
