Expulsion of 428 Foreign Nationals from Cambodia in February 2026

Background

On February 8, 2026, in line with high-level directives from the Deputy Prime Minister and Minister of Interior, and leadership of the Ministry of Interior, the General Department of Immigration implemented a coordinated expulsion operation targeting foreign nationals involved in illegal activities.

Scope of Application

The expulsion involved 428 foreigners (including 26 females) from 10 nationalities: Liberia, Nepal, India, Pakistan, China, the Philippines, Thailand, South Korea, Myanmar, and Indonesia. The majority, 312 Chinese nationals, were linked to cases of online scams, while others were involved in illegal border crossing and unauthorized employment.

Key Provisions or Decisions

The General Department of Immigration, following thorough investigation and legal procedures, conducted the deportations through official border posts, including the international airport post at Techo. This was part of a strict government legal measure to dismantle cybercrime networks and enforce immigration and labor laws.

Implications for Investors, Businesses, or Compliance

This operation reflects the Cambodian government’s commitment to upholding rule of law in labor and immigration sectors, ensuring a safe business environment free from illegal work and cybercrime. Investors and businesses should be aware of stricter enforcement measures affecting foreign labor and compliance with legal immigration requirements.
