National Workshop on Economic Reintegration for Returning Migrant Workers from Thailand

Background

On 10 February 2026, senior officials from Cambodia’s Ministry of Labour and Vocational Training (MLVT), including Secretary of State Kou Sokhom representing Minister Heng Sour, inaugurated a national workshop on economic reintegration for former migrant workers returning from Thailand. The event took place at the Hyatt Regency Hotel in Phnom Penh, with participation from multiple relevant institutions.

The workshop was organized jointly by the Cambodian Development Research Institute (CDRI) and the Economic Research Institute for ASEAN and East Asia (ERIA).

Scope of Application

The workshop focused on reviewing progress in the economic reintegration of domestic income earners and former foreign migrant workers. It aimed to assess achieved results, identify remaining challenges, and explore practical pathways to integrate returning workers effectively into national labor markets and the economy, with special attention to conflict-affected border provinces.

Key Provisions or Decisions

Secretary of State Kou Sokhom emphasized the importance of revising economic perspectives in post-conflict border regions based on practical solutions. The goal is to transform these regions into productive economic systems by encouraging investment in agricultural processing, light industries, services, and by enhancing the workforce through technical and vocational education and training (TVET).

CDRI and ERIA developed an intervention program within this framework aiming to shift policy focus from immediate humanitarian responses to sustainable economic reintegration and post-conflict recovery.

Implications for Investors, Businesses, or Compliance

The workshop’s outcomes have implications for investors and businesses by indicating areas prioritized for economic development and reintegration support, such as agro-processing, light industry, and services in border provinces. The emphasis on TVET development signals an opportunity to align workforce skills with market demands, potentially impacting labor recruitment and training strategies.
