Background
On February 9-10, 2026, senior officials from the Securities and Exchange Regulator of Cambodia (SERC), led by Deputy Director General Mr. Seang Thirith, conducted an official study visit to Guotai Haitong Securities Co., Ltd and Shenwan Hongyuan Securities Co., Ltd—two prominent securities firms in Xianghai, China. The visit was authorized by Cambodia’s Deputy Prime Minister and Minister of Economy and Finance, Academician Oum Ponnyrith, who also chair the Financial Sector Regulatory Group. The visit included participation from specialized staff from the Cambodia Securities Exchange under the facilitation of the Cambodian Securities PLC company.

The visit focused on knowledge exchange and capacity building related to advanced securities products and practices in international markets, including Convertible Bonds, Offshore RMB Bonds, Dual Listing mechanisms between the Xianghai and Cambodian securities markets, Qualified Foreign Investors (QFI), and share trading operations.

During the visit, the Cambodian delegation and hosting companies discussed and shared best practices in securities issuance and market operations. On February 10, 2026, Deputy Director General Seang Thirith presided over the signing ceremony of a memorandum of understanding between Cambodia Securities PLC and the Xianghai Special Economic Zone. This MoU aims to broaden cooperation in financial services and strengthen bilateral investment facilitation.
