Background
On 11 February 2026, the Ministry of Health convened a consultation workshop at the Cambodia Hotel in Phnom Penh to review and collect input on the draft policy and strategic plan concerning health equity for persons with disabilities and labor rehabilitation within the community health system for 2026-2030. The workshop was presided over by H.E. Associate Professor Lim Tara, Secretary of State and Chair of the Ministry’s Technical Working Group on Health for Persons with Disabilities.
Scope of Application
The strategic plan covers Cambodia’s public health system’s approach to ensuring equitable access and rehabilitation labor capacity-building for persons with disabilities from 2026 through 2030. It is designed as a comprehensive framework targeting health equity and work rehabilitation integration at the community level nationwide.
Key Provisions or Decisions
The Ministry’s Technical Working Group prepared the strategic plan as a “roadmap” to address disability health equity and labor rehabilitation in health care, framed according to methodologies from the World Health Organization (WHO), including WHO’s guides on health equity activities for persons with disabilities and labor rehabilitation in health systems. The plan emphasizes evidence-based policy and inclusive, participatory approaches.
The workshop encouraged involved institutions to continue reviewing and contributing inputs to improve the draft policy and strategic roadmap.
