Background
On February 27, 2026, the General Department of Customs and Excise of Cambodia organized a one-day workshop to promote and support the implementation of the National Single Window (NSW) system. The workshop was held under the chairmanship of Mr. Pha Eng Veng, Deputy General Director and head of the NSW Steering Committee. This initiative reflects Cambodia’s ongoing modernization and digitization efforts in customs and trade facilitation.
Scope of Application
The NSW system involves coordination with sixteen government ministries and institutions, including the Ministries of Commerce, Health, Industry, Agriculture, Environment, Culture, Energy, Posts and Telecommunications, Interior, National Defense, Foreign Affairs and International Cooperation, and financial institutions such as the National Bank of Cambodia. It also engages relevant private sector associations representing exporters, importers, and electronic commerce, totaling 113 participants from both public and private sectors.

The workshop aimed to:
- Broadly disseminate information about the NSW system to private sector stakeholders, particularly traders who require licenses, permits, certificates, and other documents (LPCO) for import, export, and restricted goods.
- Encourage ministries and agencies to fully implement electronic LPCO issuance to replace previous manual forms and facilitate streamlined border clearance processes.
