Procedures for Issuance and Renewal of Khmer National Identity Cards as of March 2026

Background

On Sunday, March 1, 2026 (13th day of Phalgun, Year of the Snake, Buddhist Era 2569), the Khmer National Identity Card issuance and renewal activities were conducted by the provincial, district, and municipal police departments in Preah Vihear province. These activities aim to provide citizens with valid identity cards for everyday use.

Scope of Application

This procedure applies to Cambodian citizens nationwide who need to apply for a new identity card or renew the validity of an existing one, especially those aged 15 years or older or whose identity cards are expired or due to expire within 180 days (6 months).

Key Provisions or Decisions

  • Applicants can submit forms at local administrative police posts of communes or sangkats corresponding to their residence.
  • Applications can also be made at municipal, district, or provincial police stations of the residence area.
  • In metropolitan areas, applications may be submitted at:
    • The Central Social Security Office (for social security members).
    • National Identity Card Service offices ION2 (Sen Sok) and ION3 (Mean Chey).
    • The General Department of Identification office (located behind Wat Niroth Rungsey).
  • The service is provided free of charge for eligible Cambodian citizens.

Implications for Investors, Businesses, or Compliance

Valid identity cards are essential for Cambodian citizens to access government services, legal employment, financial transactions, and other daily activities. The streamlined access points and fee-free process for eligible applicants support administrative efficiency and citizen compliance with identification regulations.
