Mass Deportation of Foreign Nationals Under Legal Measures to Combat Online Crime in Cambodia, February 2026

Background

On February 12, 2026, following directives from the Ministry of Interior leadership, the General Department of Immigration (GDI) implemented deportations of foreign nationals involved in illegal activities, including online scams and unauthorized border crossing.

Scope of Application

The deportations affected a total of 448 foreign nationals (including 30 women) of six nationalities: Vietnam, China, Kenya, Indonesia, Malaysia, and Pakistan. Among them, 319 Chinese nationals were removed due to involvement in technology-related fraud, and 48 Vietnamese nationals were deported for illegal border crossing and unauthorized work activities.

Key Provisions or Decisions

The deportation operations were conducted in strict accordance with Cambodian government legal measures aimed at eradicating online criminality. Deportations were enforced through official police immigration checkpoints at international airports (Techo International Airport) and border gates (Muen Chai International Border Gate).

Implications for Investors, Businesses, or Compliance

The actions reinforce Cambodia’s strong stance on immigration law enforcement and cybersecurity threats. Investors and businesses must remain compliant with immigration regulations and ensure their operations do not involve or facilitate unauthorized foreign employment or illegal technology-based activities.
