General Department of Immigration Expels 816 Foreigners for Various Violations in February 2026

Background

On February 24, 2026, the General Department of Immigration (GDI) carried out a large-scale expulsion of foreigners from Cambodia following directives from senior officials of the Ministry of Interior, including the Deputy Prime Minister and Minister of Interior and the Director General of the GDI. This operation targeted individuals involved in illegal activities incompatible with immigration laws.

Scope of Application

The expulsion affected a total of 816 foreign nationals, including 63 women. Among them, 494 Chinese nationals were identified as being involved in online scam operations. Others were expelled for illegal border crossing, residing without permits, and working unlawfully within Cambodian territory.

Key Provisions or Decisions

The GDI, acting on high-level recommendations, conducted investigations and enforced immigration procedures that led to the removal of these foreign nationals through special flights departing from the international airport police post at Phnom Penh International Airport (Tachul). The enforcement reflects a focus on curbing online fraud and undocumented residency and employment.

Implications for Investors, Businesses, or Compliance

This enforcement action underscores Cambodia’s strict monitoring and regulation of foreign nationals’ legal presence and activities in the country. Businesses relying on foreign labor or foreign partnerships should ensure full compliance with immigration laws and proper documentation to avoid sanctions or involvement in illegal activities.
