Background

On 18 February 2026, the Ministry of Commerce held a consultation meeting with the Asian Development Bank (ADB) Mission Team. The meeting focused on advancing regulatory implementation of three commercial laws as part of the ADB-supported Trade and Competitiveness Program Subprogram 3.

Scope of Application

The discussion addressed the development of new regulations tied to the Law on Secured Transactions, the Law on Rules of Origin, and the Law on Trade Remedies, which affect commercial transactions, import-export procedures, and trade dispute resolutions across Cambodia’s trade sector.

Key Provisions or Decisions

Key focus areas included accelerating the creation of implementing regulations for the three laws to facilitate their operationalization. The meeting also explored additional technical assistance requirements and plans for a subsequent ADB support program following the completion of Subprogram 3.

Implications for Investors, Businesses, or Compliance

The regulatory developments will impact compliance obligations for businesses engaged in secured transactions, cross-border trade, and trade remedies. Continued technical support aims to strengthen Cambodia’s trade competitiveness and ensure sustainable commercial growth.
