Background
On 3 March 2026, the Ministry of Commerce in cooperation with the Ministry of Post and Telecommunications organized a consultative workshop on the draft inter-ministerial prakas concerning the implementation of a code of conduct for intermediaries and e-commerce service providers. The event gathered senior officials and technical experts from both ministries as well as representatives from associations and businesses engaged in electronic commerce services.
Scope of Application
The draft prakas targets intermediaries and individuals providing commercial services through electronic systems. It aims to establish a professional and ethical framework applicable to all relevant e-commerce actors across Cambodia.
Key Provisions or Decisions
The draft prakas emphasizes five core principles:
- Transparency and integrity
- Protection and security of users’ personal data
- Commercial advertising regulations
- Protection of intellectual property rights
- Mechanisms for dispute resolution
Implications for Investors, Businesses, or Compliance
Once adopted, the inter-ministerial prakas will provide a formal compliance framework guiding the conduct of intermediaries and e-commerce service providers. This regulatory clarity supports business confidence and consumer protection in Cambodia’s growing digital commerce environment.
