ASEAN-UK SAGE Project Phase 1 Regional Forum and Cambodia’s Participation Outcomes

Background

From March 2-3, 2026, a regional forum on the first phase implementation of the ASEAN-UK SAGE project was held in Jakarta, Indonesia. The project aims to use evidence and data-driven approaches to improve foundational education quality in Southeast Asia. The forum focused on regional collaboration to support early grade learning improvement through evidence-based teaching methodologies, assessment tools, and data analytics. Participating countries shared progress and lessons learned from pilot implementations under the ASEAN-UK SAGE project framework.

  • Teaching according to student competency levels (TaRL): Cambodia demonstrated the success of a tailored teaching approach focusing on students’ actual learning competencies rather than strict grade-level instruction, enabling slower learners to quickly acquire basic literacy and numeracy.
  • Classroom observation and learning materials evaluation: The Ministry introduced a new time-event observation tool and coding system to monitor teacher effectiveness and the use of learning materials to ensure quality foundational education delivery.
  • Lexical computing innovation: Cambodia showcased the development and application of computerized analysis and compilation of frequently used word lists, forming a basis for improved learning resource design and student assessment.
