Background
In February 2026, following an official visit by His Excellency Dr. Eang Sophal, Cambodia’s Minister of Environment, to Japan, Cambodia and Japan reinforced their cooperation in environmental governance and sustainable development. This cooperation aligns with Cambodia’s commitments to address climate change and promote low-carbon and biodiversity-friendly investments.
Scope of Application
The memorandum of understanding (MoU) applies to six priority areas prioritized jointly by Cambodia and Japan: joint credit mechanism expansion, biomass project development, ASEAN-wide climate change response enhancement, support for Cambodia’s national adaptation plan including early warning systems, improvement in waste management and recycling, promotion of biodegradable biomass bag usage, and enhanced cooperation on national park management.

Additionally, during the visit, Cambodian representatives inspected Japan’s waste-to-energy facilities operating without smoke emissions and arranged to procure such technology for deployment across Cambodian provinces, aiming to establish waste incinerators with similar standards nationwide.
