Background
Electronic waste (e-waste) is a rapidly growing waste stream globally, presenting significant health and environmental risks when not managed properly. Cambodia faces the challenge of transitioning from informal scrap recycling to technically standardized and safe recycling operations.
Scope of Application
The guidance applies to all stakeholders involved in the collection, sorting, and recycling of electronic waste across Cambodia, focusing on proper handling of hazardous components and worker safety in recycling facilities.
Key Provisions or Decisions
- Standardized Collection and Sorting: E-waste must be collected and sorted at certified facilities to prevent hazardous material leakage and eliminate informal scrap networks.
- Replacement of Outdated Methods: The use of open-air wire burning and strong acids for metal extraction is to be ceased. Instead, facilities should implement automated shredding, advanced metal recovery technologies, and capture toxic emissions to reduce pollution.
- Worker Protection and Oversight: Recycling centers must provide Personal Protective Equipment (PPE), proper ventilation, and safety training for workers. Environmental and occupational health monitoring is required to prevent toxic exposure and environmental contamination.
Implications for Investors, Businesses, or Compliance
Entities involved in e-waste recycling will need to comply with new technical standards and safety requirements, requiring investments in certified facility infrastructure, clean technologies, and worker safety programs. Compliance ensures reduced environmental liability and aligns operations with sustainable practices.
