Background
On 25 February 2026, the Ministry of Health held a consultation workshop in Phnom Penh to review the validity and outcomes of the National Strategic Plan (NSP) for HIV/AIDS prevention, care, and treatment covering 2021–2025 and to discuss priority directions for 2026–2030. The event was chaired by Her Excellency Dr. Yuy Sambath, Secretary of State and Director of the Global Fund Project at the Ministry.
Scope of Application
The workshop aimed to evaluate the key results, existing gaps, challenges, and impacts of implementing the NSP 2021–2025 within the health sector. It also sought to establish strategic priorities and innovative adjustments for the forthcoming 2026–2030 plan and ensure alignment with other health sector plans including the Ministry’s fourth Health Strategic Plan (2025–2034) and Universal Health Coverage Roadmap (2024–2035).
Key Provisions or Decisions
The consultation focused on: (1) validating major achievements, challenges, and gaps identified during the NSP 2021–2025 implementation; (2) assessing effects regarding efficiency, effectiveness, equity, sustainability, and resilience of the health system in responding to HIV/AIDS; (3) setting strategic priorities and innovative revisions for the 2026–2030 strategic plan; (4) ensuring coherence with broader health sector strategies and integrating HIV/AIDS services into the general health system at both national and sub-national levels.
Her Excellency Dr. Yuy Sambath presented the key achievements of the NSP 2021–2025 and highlighted strong government support as well as cooperation with national and international partners. She urged participants to contribute substantive inputs and discussions to ensure the new strategic plan is adaptable and implementable.
Implications for Investors, Businesses, or Compliance
The ongoing review and strategic planning process underscore Cambodia’s sustained commitment to an effective HIV/AIDS response embedded within national health governance frameworks. For stakeholders engaged in health-related sectors, development cooperation, or compliance with public health policies, the outcomes guide expectations on government priorities and health system development for HIV/AIDS prevention and treatment through 2030.
