Intellectual Property Association of Cambodia Proposes Enhanced Cooperation to Strengthen Patent System

Background

On February 11, 2026, the Intellectual Property Association of Cambodia (IPAC) engaged with the Ministry of Industry, Science, Technology and Innovation (MISTI) to discuss strengthening Cambodia’s patent system and intellectual property (IP) enforcement mechanisms. IPAC emphasized the importance of building national competencies and promoting better understanding of IP to sustain industrial development and attract investment.

Scope of Application

This initiative targets the enhancement of Cambodia’s patent professional capacity and public awareness around intellectual property rights. The cooperation aims at improving execution of IP laws and regulations in the country and facilitating technology transfer.

Key Provisions or Decisions

IPAC formally proposed expanded collaboration with MISTI to focus on the following:

  • Developing a professional pool specialized in patents and IP enforcement.
  • Increasing public awareness about IP rights as critical for industrial and technological growth.
  • Supporting legal frameworks and implementation practices that encourage foreign and domestic investment through effective IP governance.

Implications for Investors, Businesses, or Compliance

Strengthening patent-related governance and enforcement mechanisms is expected to create a more secure environment for investors and innovators by protecting intellectual property rights. Enhanced cooperation may lead to clearer guidelines and better implementation, contributing to Cambodia’s attractiveness as a destination for technology transfer and industrial investment.
