Background
The Decent Employment for Youth in Cambodia Phase III (DEY III) program aims to improve vocational training and employment opportunities for Cambodian youth. The program is a collaborative effort involving the Ministry of Labour and Vocational Training, the International Labour Organization (ILO), UN agencies, and other partners.
Second Board Meeting Details
On January 21, 2026, the Ministry of Labour and Vocational Training Minister H.E. Heng Sour, alongside Ms. Xiaoyan Qian, ILO Country Director for Cambodia, Lao PDR and Thailand, who also represents the UN in Cambodia, co-chaired the second board meeting of DEY III. The meeting took place at the ministry’s headquarters.

2025 Achievements
DEY III accomplished significant outcomes in 2025, focusing on strengthening the Technical and Vocational Education and Training (TVET) system, enhancing employability, and providing skills training for target youth groups. By December 2025, the program supported 4,663 youth in gaining decent employment through TVET courses and various engagements. Among beneficiaries, 53% were women, 317 were returning migrant workers (37% women), and persons with disabilities were also included.
2026 Outlook
The 2026 program will consider expanding support for returning migrant workers to secure employment, reinforcing the government’s efforts to improve youth employment opportunities.
Partnership and Support
The Minister praised UN coordinators and partner agencies, including ILO, UNESCO, UNICEF, UNIDO, related ministries, and institutions, for their close cooperation in achieving expected outcomes. The Swiss Agency for Development and Cooperation (SDC) continues to provide financial support to the program.
