Cambodia and OECD Strengthen Cooperation on Productivity, Skills Development, and Compliance Oversight

Background

On February 11, 2026, a bilateral meeting was held at the OECD headquarters in Paris between H.E. Heng Sour, Minister of Labour and Vocational Training of Cambodia, and Mr. Antonio Gomes, Deputy Director of the Directorate for Financial and Enterprise Affairs of the OECD. This meeting coincided with the tripartite forum on compliance control in the garment and footwear sectors organized by the OECD. The Cambodia-OECD cooperation framework addresses multiple sectors relevant to labour governance, productivity, and sustainable development.

Scope of Application

The cooperation focuses primarily on Cambodia’s labour market and vocational training sectors, especially in industries including garment manufacturing, footwear production, leather goods, travel goods, and bags. The initiative targets productivity improvements, skills upgrading, and enforcement of compliance related to human rights and environmental standards within these manufacturing sectors.

Key Provisions or Decisions

During the meeting, both parties agreed to strengthen collaboration in the areas of labour governance, social security, and vocational education and training. A key element is the promotion of productivity and skills development alongside heightened monitoring of compliance with legal standards on human rights and environmental protection in the targeted sectors.

This cooperation will support Cambodian industries in maintaining competitiveness as the country prepares to graduate from Least Developed Country (LDC) status.
