On 4 March 2026, His Excellency Heng Sour, Minister of Labour and Vocational Training, delivered a keynote speech at the ASEAN-Cambodia Business Summit 2026 under the theme “Skills for Tomorrow: The Evolution of Technical and Vocational Education and Training in the Modern World.” The Minister emphasized investment in human capital as a foundational investment in future shared benefits. This addresses growing industrial demands and technological advancements, including artificial intelligence.

The strategic approach targets Cambodia’s labor sector workforce development through technical and vocational education and training (TVET), focusing on youth labor force readiness and skills enhancement to meet ASEAN regional collaboration frameworks and industrial growth needs. Key principles include delivering at least one life skill per citizen and ensuring no one is left behind.

Enhancements to the national training system and expansion of the Skills Development Fund (SDF) support rapid skill upgrading.
