Workshop on Strengthening the Effectiveness of Labour Dispute Prevention and Resolution Mechanisms in Cambodia

Background

On March 5, 2026, the Ministry of Labour and Vocational Training (MLVT) held a workshop to validate research findings on enhancing the effectiveness of labour dispute prevention and resolution mechanisms in Cambodia. The event was chaired by Her Excellency Sovann Vannarath, Secretary of State representing Minister Heng Sour, with participation from ILO technical experts, the ILO Korea KLES organization, employers, and worker representatives.

Scope of Application

The workshop addresses labour dispute prevention and resolution across enterprises in Cambodia and the promotion of tripartite social dialogue involving government, employers, and workers, particularly reflecting the needs of the private sector and employees.

Key Provisions or Decisions

The workshop reviewed research progress and collected stakeholder feedback to ensure the findings accurately reflect enterprise realities and serve as a robust reference document. The research emphasizes the strengthening of trust and cooperation among tripartite partners through the implementation of national strategies aligned with the government’s “win-win” labour policy.

It highlighted the continuation of effective labour relations policies under Cambodia’s 7th legislature led by Prime Minister Hun Manet, including Phase 1 of a strategic roadmap positioning efficient dispute resolution and the campaign “One Enterprise, One Peaceful Community” as key to attracting investment and supporting economic growth.

The Secretary of State also reaffirmed Cambodia’s commitment to international labour standards, referencing ratification of 13 ILO conventions, thus underpinning the legal and technical framework for labour dispute governance.

Implications for Investors, Businesses, or Compliance

The workshop outcomes strengthen the framework for labour dispute resolution in Cambodia, aiming to increase labour-management trust and cooperation. This supports a stable investment climate and compliance environment for businesses, notably within private enterprises, by promoting effective social dialogue consistent with international labour standards.
