Background
On March 3, 2026, the Ministry of Post and Telecommunications (MPTC) of Cambodia, through State Secretary Ros Sokha, hosted a workshop entitled “Preparation of Cambodia’s National Space Policy.” The event was conducted in cooperation with the United Nations Office for Outer Space Affairs (UNOOSA) under the framework of the United Nations Outer Space Treaty and with support from the government of Japan.
Scope of Application
The workshop targeted Cambodian government institutions, relevant private sector entities, and academia engaged in space-related activities. Its primary focus was on providing technical and legal guidance to support Cambodia’s formulation of a national space policy and related regulatory frameworks, ensuring alignment with international legal standards and treaties governing peaceful use of outer space.
Key Provisions or Decisions
- Provided expert guidance on technical and legal aspects for developing national space policy and relevant regulations.
- Enhanced awareness among ministries and agencies about international treaties, standards, and principles regulating outer space activities.
- Identified institutional capacities, requirements, and priority actions for Cambodia’s space program.
- Supported Cambodia’s future adoption of a national space program compliant with international space law, conventions, and best practices.
Implications for Investors, Businesses, or Compliance
The workshop represents a significant initial step in establishing Cambodia’s legal and institutional framework for space activities. Stakeholders in telecommunications, satellite services, remote sensing, and related private sector areas should anticipate future legal instruments regulating space use. Compliance with international treaties and national policies under development will become essential as Cambodia formalizes its national space policy.
