Ministry of Post and Telecommunications Updates National Assembly Committee on Digital and Telecommunications Policy Development

Background

On 4 March 2026, H.E. Mam Amnat, Secretary of State at the Ministry of Post and Telecommunications (MPTC), welcomed a delegation from the National Assembly’s Committee No. 9 led by Her Excellency Nin Sophon, Chair of the Committee on Public Works, Transportation, Civil Aviation, Post, Telecommunications, Industry, Science, Technology, Innovation, Mines, Energy, Commerce, Land Management, Urban Planning, and Construction. The visit aimed to strengthen cooperation and monitor the implementation of government digital policies during the seventh legislative term.

Scope of Application

The meeting covered the ministry’s role in advancing Cambodia’s digital economy and governance frameworks, including legislative development related to cybersecurity, personal data protection, and postal services. The session also addressed preparations for government digital policy frameworks and artificial intelligence governance.

MPTC reported the progress of three draft laws under preparation: the Cybersecurity Law, the Personal Data Protection Law, and the Postal Services Law. The ministry emphasized its focus on the three pillars of a digital economy and society: digital citizens, digital government, and digital commerce. In addition, the ministry is actively preparing administrative frameworks for artificial intelligence governance.

Furthermore, the National Assembly Committee announced plans for a seminar on 12 March 2026 at the National Assembly building, titled “Strengthening Resilience and Sustainability of Cambodia’s Governance Strategy for Science, Technology, Innovation, Industry, and Commerce.” This seminar will provide a platform to disseminate achievements and policy directions in the technology sector to lawmakers and the public.
