Background
On February 4, 2026, the Secretariat of the National Assembly of Cambodia initiated discussions on creating a new “Research and Training Unit” to enhance the functional effectiveness of the Assembly’s specialized committees.
Scope of Application
This reform pertains to the organizational structure of the Directorate General of Legislation and Research within the Secretariat of the National Assembly.
Key Provisions or Decisions
Led by H.E. Dr. Cheang Vannarith, Deputy Secretary General of the National Assembly and Chair of the Advisory Group, the meeting focused on reviewing and revising the Directorate General’s structure to create the new unit. The unit will manage three directorates:
- Legal Research Directorate
- General Research Directorate
- Planning and Training Directorate
This unit is tasked with conducting research and preparing key documents to support the work of all 10 specialized committees and the Secretariat itself. It will serve the public interest and national development by improving legislative processes and committee support.
Implications for Investors, Businesses, or Compliance
The establishment of a dedicated research and training unit is expected to improve the quality and effectiveness of legislative oversight and policy development. This enhancement provides a more informed legislative environment which benefits regulatory clarity and governance stability relevant to investors, businesses, and compliance professionals operating in Cambodia.
