Background
On February 27, 2026, a delegation of Cambodian women parliamentarians met with representatives of UN Women and UNFPA Cambodia to discuss the detailed program framework for “Parliament Shadow” (“Spha Thrup”). The program is designed to enhance leadership capacity among young Cambodian women by providing them direct exposure to parliamentary work and political engagement. It follows the previously successful girl2leader campaign (2019-2022), which encouraged girls across Cambodia to aspire to leadership roles.
Scope of Application
The program targets young women students from universities across Cambodia who will be invited to participate at the National Assembly premises. Participants will gain hands-on experience regarding the roles of women parliamentarians and young MPs in lawmaking, citizen representation, legislative oversight, and parliamentary diplomacy functions.
Key Provisions or Decisions
The “Parliament Shadow” program is a pilot initiative providing practical learning opportunities rather than theoretical knowledge. It includes direct observation and study of parliamentary responsibilities and involves engagement with key parliamentary members, especially women representatives. The program’s preparatory document was developed with technical and financial support from UN Women and UNFPA, with active inputs from partner representatives to ensure responsiveness to young people’s needs.
Implications for Investors, Businesses, or Compliance
This program is primarily a youth leadership development initiative within the governance sector. Though not directly impacting investors or commercial compliance, it contributes to long-term institutional strengthening of political representation and leadership diversification, which can positively affect the governance environment in Cambodia.
