Background
On March 4, 2026, under the authorization of the President of the National Assembly, the National Assembly’s Committee No. 9 undertook a mission to the Ministry of Posts and Telecommunications. Committee No. 9 oversees areas including transportation, civil aviation, postal services, telecommunications, industry, science and technology, innovation, mining, energy, commerce, land management, urban planning, and construction.
The mission aimed to strengthen cooperation and monitor the implementation of government policies, specifically focusing on progress in the Ministry of Posts and Telecommunications and advancing the establishment of digital legal frameworks aligned with the 7th legislature government’s digital sovereignty strategy.

The committee’s review concerned key pending legislation developed by the Ministry of Posts and Telecommunications, applicable nationwide, particularly the draft laws on cybersecurity, personal data protection, and postal services. These legislative initiatives address the digital economy pillars: digital citizens, digital government, and digital business, also considering frameworks for artificial intelligence governance.

State Secretary Mam Amnat reported on the development progress of three major laws:
- Cybersecurity Law
- Personal Data Protection Law
- Postal Services Law
Additionally, the ministry is focusing on building the digital economy pillars and preparing AI governance policies as part of broader digital policy development.
The Committee will organize a seminar on March 12, 2026, at the National Assembly titled "Enhancing Resilience and Timeliness of Cambodia’s Science, Technology, Innovation, Industry, and Commerce Governance Strategy." This seminar will disseminate results and future directions in technology policy to representatives and the public.
