Background
From February 24 to 25, 2026, the Department of Science and Technology and the National Institute of Green Technology (NIGT) of the Republic of Korea co-organized a consultation workshop in Cambodia. The workshop focused on developing a national green hydrogen roadmap to support Cambodia’s achievement of a low-carbon future. This event was supported by the United Nations Climate Technology Centre and Network (UN-CTCN).
The workshop was presided over by H.E. Ko Robley, Undersecretary of State, Ministry of Environment, and attended by H.E. Dr. Eng Sophanlet, Minister of Environment; Mr. Uk Navan, Deputy Director General; Dr. Gobong Choi, Senior Researcher and Project Team Leader; as well as representatives from ministries, government institutions, research institutes, the private sector, and development partners, totaling approximately 30 participants.
Scope of Application
The workshop aimed to align policies and strategic directions related to Cambodia’s environmental and climate objectives through multi-stakeholder consultation. It focused on the coordination among government agencies, research institutions, development partners, and private sector actors involved in the energy transition towards green hydrogen solutions.

Key elements of the workshop included:
- Discussion of Cambodia’s environmental strategic policies such as the Industry Decarbonization Strategy, the Nationally Determined Contributions phase 3 (NDC3.0), long-term low-carbon development strategy, and climate response strategy plans.
- Deliberation on drafting a detailed green hydrogen roadmap, covering frameworks, scope, and key components to receive input from relevant stakeholders.
- Setting sectoral priorities for implementation participation in the green hydrogen roadmap.
- Strengthening cooperation and coordination mechanisms with related Cambodian institutions to build a foundation for ongoing participation in the roadmap’s preparation and execution.
