Background
On March 6, 2026, the Ministry of Water Resources and Meteorology (MOWRAM) held a kick-off meeting to launch the ACP4Climate program, led by Secretary of State Dr. An Pech Hadda representing Minister Thao Chea. ACP4Climate is a bilateral Australia-Cambodia partnership program supported financially by the Australian Department of Foreign Affairs and Trade (DFAT). The program focuses on strengthening water resource governance and climate change response in Cambodia through technical capacity building and policy development.
Scope of Application
The program operates from March to May 2026 during its inception phase and involves collaboration with implementation partner Tetra Tech. It targets national-level water resource management authorities and development partners engaged in climate adaptation and governance of water resources. The initiative supports the Government of Cambodia’s commitments to enhance resilience in water resource governance in the context of climate variability and change.
Key Provisions or Decisions
- Implementation of ACP4Climate’s inception phase including program planning, coordination mechanisms, and strategic activity schedules.
- Development of a water resource governance system characterized by effectiveness, sustainability, and high responsiveness to future climate challenges.
- Support to the Ministry in preparing the “Roadmap for Climate-Resilient Water Governance 2025-2030.”
- Contribution to the formulation of national water resource strategies and management plans aligned with Cambodia’s sustainability goals.
Implications for Investors, Businesses, or Compliance
While not a regulatory instrument, ACP4Climate sets the strategic framework for water resource management reforms and governance improvements that may impact relevant public and private stakeholders. Strengthened governance and integrated climate resilience in water resources support sustainable development and risk mitigation relevant for infrastructure planning, agricultural water use, and environmental management.
