Ministry of Post and Telecommunications Concludes EC-Council Certified Incident Handler Training to Enhance Cybersecurity Incident Management

Background

From February 23 to 25, 2026, the Ministry of Post and Telecommunications organized an EC-Council Certified Incident Handler (ECIH) training program. This specialized course focuses on the governance and technical skills of managing and responding to cybersecurity incidents. The program was concluded with a closing ceremony chaired by His Excellency Khov Makara, Secretary of State for the Ministry of Post and Telecommunications, held in Phnom Penh.

Scope of Application

The training involved approximately 30 participants drawn from 19 ministries and state institutions, including operators of key information infrastructure, internet service providers, financial institutions, and banks. The program was designed as part of Cambodia’s national cybersecurity resilience enhancement project and targets officials and technical personnel from government and relevant private sectors nationwide.

The ECIH training curriculum comprehensively covered essential modules fundamental to cybersecurity incident management. It aimed to improve participants’ technical competencies alongside an integrated understanding of compliance and related legal frameworks. By completing the course, participants gained the ability to effectively assess, identify, prevent, and respond to digital threats and risks in a timely and efficient manner. The training also emphasized practical application aligned with Cambodia’s national vision of developing a secure digital government, economy, and society.
