Background
Since the 1990s, Cambodia has pursued public administration reform to improve governance and institutional effectiveness. The Royal Government of Cambodia, particularly under the 7th Legislature, has intensified these efforts by prioritizing reforms as a pillar of socio-economic development and international competitiveness. This process is implemented under the Ministry of Civil Service, led by Deputy Prime Minister Hun Many.
Scope of Application
The reforms target the entire public administration system, aiming to reduce the cost of doing business and enhance Cambodia’s attractiveness for investment within the ASEAN region and globally. The reform agenda is embedded in the national development framework, including the Pentagonal Strategy – Phase I.

The government adopted a “Whole of Government Approach” to institutional reform, implementing coordinated measures to strengthen governance structures and administrative capacity.
