Joint Training Workshop on Monitoring Illegal Trade in Ozone-Depleting and Refrigerant Substances

Background

On February 25-26, 2026, the Ministry of Environment collaborated with the General Department of Consumer Protection, Competition and Fraud Repression (CCF) under the Ministry of Commerce to organize a training workshop focused on monitoring illegal trade of ozone-depleting substances and controlled refrigerants. The event was held under the presidency of H.E. Sabo Ouzano, Secretary of State of the Ministry of Environment, and H.E. Kim Meas Sokseha, Director-General of the CCF.

Scope of Application

The workshop targeted law enforcement officers from multiple institutions including the General Department of Customs and Excise of Cambodia (GDCE) under the Ministry of Economy and Finance, the National Police under the Ministry of Interior, and the CCF. The program also involved officials from the Ministries of Environment, Mines and Energy, and Industry, Science, Technology and Innovation.

Key Provisions or Decisions

The training covered:

  • Procedures for inspection, investigation, and suppression of illegal trade related to ozone-depleting substances and refrigerants.
  • Legal frameworks and regulatory provisions applicable to imports, transportation, storage, and servicing of controlled substances.
  • Operational methods including the use of Ozon Identifier equipment to detect unlawful substances.
  • Discussion on enforcement challenges and inter-agency cooperation mechanisms to enhance law implementation.

Implications for Investors, Businesses, or Compliance

This workshop strengthens enforcement capacity against illegal trade practices harming the ozone layer and breaching refrigerant regulations. The enhanced coordination between customs, police, consumer protection, and environmental agencies supports better compliance oversight of importers, distributors, and service providers in relevant sectors.
