3rd EU-German GATE PSC Meeting Strengthens Cambodian Agricultural Trade Cooperation

Background

On February 11, 2026, Yea Asi Kin, Secretary of State of the Ministry of Agriculture, Forestry and Fisheries, participated in the 3rd EU-German GATE Project Steering Committee (PSC) meeting. The meeting, co-chaired by the Secretary of State of the Ministry of Commerce and the Deputy Head of the EU Delegation, took place at the Ministry of Commerce headquarters. It reflects continuing cooperation between the European Union, Germany, and Cambodia to enhance agricultural trade and market access.

Scope of Application

This cooperation and related initiatives focus on strengthening Cambodia’s agricultural value chains, improving trade facilitation with digital tools, and ensuring the safety and competitiveness of Cambodian agricultural exports within global markets.

Key Provisions or Decisions

Key topics addressed include:

  • Progress under the GATE framework to enhance Cambodia’s agricultural value chains with a focus on safety and competitiveness.
  • Development and implementation of the electronic phytosanitary certificate system (ePhyto), connected through a Single Sign-On mechanism with the National Single Window System (CNSW) to streamline digital trade management.
  • Study and potential adoption of the verify.gov.kh platform from the Ministry of Posts and Telecommunications to incorporate national standard QR codes on ePhyto certificates, enabling instant verification of document authenticity by border authorities.

Implications for Investors, Businesses, or Compliance

The integration of digital trade facilitation tools such as ePhyto and QR-coded certificates aims to improve the efficiency, transparency, and authenticity of agricultural export documentation. This facilitates easier market access, reduces risks of fraud, and enhances Cambodia’s competitiveness in international agricultural trade, benefiting farmers, exporters, and related businesses.
