Background
On February 11, 2026, His Excellency Dr. Hean Vannhan, Secretary of State at the Ministry of Agriculture, Forestry and Fisheries and Deputy Chairperson of the LASED III Steering Committee, led a working group to inspect the progress of the Land Allocation for Social and Economic Development Project Phase III (LASED III) in Banteay Meanchey province. The LASED project is a government program aimed at allocating land for social purposes and promoting economic development in rural areas.
Scope of Application
The inspection specifically covered allocated social land located in Koun Khlaeng village, Pouy Char commune, Phnum Srok district, Banteay Meanchey province. The scope included review and discussion with local authorities and beneficiary households regarding the status of land allocation and support infrastructure.

During the visit, discussions focused on the living conditions of land recipients and the availability of supporting infrastructure, such as roads, water supply, irrigation systems, and housing structures. His Excellency Dr. Hean emphasized that the land allocation is a vital government foundation. Although some support services and infrastructure have yet to reach optimal functionality, the national and provincial project teams continue to promote pond digging, fruit tree provision, construction of durable houses, and other works to improve beneficiary livelihoods.
Following the meeting, the team inspected ongoing construction of beneficiary housing and pond excavation, both essential infrastructures supporting daily living and multipurpose agricultural productivity among residents within and beyond the project area.
