The group comprises ministry officials, representatives from 42 private education institutions across Cambodia, and related inter-ministerial agencies. The meeting aimed to continue dialogue and address concerns raised by the private education sector.

Scope of Application

The consultation covered issues affecting private education institutions nationwide, focusing on licensing for relocation, expansion, and establishment of new education facilities; use of foreign manual labor; validation of diplomas; as well as other administrative challenges and recommendations presented by the private sector and inter-ministerial stakeholders.

Key Provisions or Decisions

  • Review and discussion on licensing processes related to location changes, enlargement, and new institution creation.
  • Examination of regulations and practices concerning the engagement of foreign manual labor in private education.
  • Clarification and verification mechanisms for diploma authenticity.
  • Addressing proposals and challenges from the private education working group to improve sector governance.

Implications for Investors, Businesses, or Compliance

The ministry reaffirmed the private sector’s integral role in national human resource development, emphasizing three main points: (1) recognition of the private sector as responsible partners with accountability and transparency; (2) ongoing evaluation of investment areas to ensure conducive conditions for effective private sector operations; and (3) commitment to reducing investment risks while ensuring quality, equitable, and sustainable education services.
