Ministry of Water Resources and Meteorology Strengthens Project Management Units and Reviews Progress of Key Water Resource Projects

Background

On February 26, 2026, the Ministry of Water Resources and Meteorology (MOWRAM), under the direction of Minister Thao Cheata, held a high-level meeting focused on assessing progress and strengthening the operational effectiveness of project management units (PMUs). These PMUs were newly established on February 6, 2026, to improve the delivery of water resource and climate resilience projects.

Scope of Application

The meeting and institutional changes apply to three key projects financed by international development institutions, specifically:

  • Integrated Water Resources Management (IWRM) project
  • Climate-Resilient Irrigation and Sustainable Agriculture project (CAISAR)
  • Climate-Resilient and Sustainable Irrigation, Flood, and Drought Management Framework Project Phase 1 (CCRSIWDFMP)

These projects are funded by the Asian Development Bank (ADB), Asian Infrastructure Investment Bank (AIIB), Green Climate Fund (GCF), and International Fund for Agricultural Development (IFAD).

Key Provisions or Decisions

  • Formation of three new project management units within MOWRAM to better coordinate and manage project implementation.
  • Appointment and reassignment of new project directors to lead and enhance PMU governance.
  • Focused review of technical and administrative progress on the three mentioned projects to ensure effective implementation.

Implications for Investors, Businesses, or Compliance

This institutional update signifies an enhanced governance framework within Cambodia’s water resource sector, supporting improved project implementation and coordination capacity. For investors and stakeholders involved in related infrastructure development, the reinforced PMUs provide a clearer supervisory and operational structure, potentially improving project transparency and delivery monitoring.
