Background

On February 4-5, 2026, Cambodia’s Minister of Post and Telecommunications, His Excellency Chea Vandet, led the ministry delegation to participate as a guest country in the 5th summit of the Digital Cooperation Organization (DCO) held in Kuwait City. The summit theme was “Sustainable Prosperity in the Era of Artificial Intelligence.” Established in 2020, the DCO comprises 16 member countries, 49 observer agencies, and 20 partner institutions. The organization aims to advance societal development through digital sector cooperation that protects member interests.

The summit convened ministers and senior officials responsible for digital affairs from approximately 60 member and guest countries, alongside observers, partners, and private sector representatives. His Excellency Chea Vandet participated as a speaker at the International Digital Cooperation Forum (IDCF), a satellite event to the summit, discussing the governance of systemic artificial intelligence risks.

During the event, the Cambodian delegation also engaged in bilateral discussions with counterpart digital ministers and representatives from Saudi Arabia, Jordan, Kenya, Bangladesh, as well as the DCO Secretary-General and international partners. The outcomes included agreements on cooperation in digital technology transfer, building capacity in digital policy formulation, and mutual consultation on international digital platforms.

This participation signals Cambodia’s commitment to align its digital development policies with international standards and cooperation frameworks. For investors and businesses, it highlights ongoing government efforts to integrate advanced digital technologies, enhance regulatory frameworks, and strengthen institutional capacity for managing digital transformation risks, including those related to artificial intelligence.
