Background
On 3 March 2026, the Ministry of Public Works and Transport (MPWT), through its Secretary of State and the National Road Safety Committee Secretary General, in partnership with UNICEF Cambodia, organized a national consultation workshop. The workshop focused on the draft national guidelines for road safety in school zones as part of the national road safety agenda.
Scope of Application
The consultation engaged approximately 70 participants, including senior officials from MPWT departments, Ministry of Interior, Ministry of Education, Youth and Sport, Ministry of Economy and Finance, Ministry of Rural Development, Ministry of Land Management, Urban Planning and Construction, National Police, Phnom Penh and Siem Reap municipal departments of Public Works and Transport, Cambodian Red Cross, selected schools, representatives from the World Bank, private sector, and development partners. The guidelines specifically target improving road safety standards and measures within school zones throughout Cambodia.
Key Provisions or Decisions
The workshop presented the draft national guidelines aimed at enhancing road safety around school areas. It sought expert input to refine the draft, shared knowledge on existing school zone safety practices, and outlined implementation directions and plans for utilizing the guidelines effectively. The focus was on the establishment of comprehensive and practical safety principles for road users, infrastructure, and enforcement in school zones.
Implications for Investors, Businesses, or Compliance
The development and eventual adoption of these national guidelines provide standardized road safety frameworks that will influence infrastructure projects and urban planning related to school zones. Investors and businesses involved in construction, road infrastructure, and urban development will need to align projects with these guidelines to ensure compliance and support safer environments around educational institutions.
