Background
On February 7, 2026, His Excellency Thaou Chea, Minister of the Ministry of Water Resources and Meteorology (MOWRAM), conducted an on-site inspection of the Kampong Koul water storage development project in Kampong Svay district, Kampong Thom province. The project was launched in 2024 and is scheduled for completion in 2026.
The Kampong Koul water storage project covers five administrative areas in Kampong Thom province, including Stung Sen city, Kampong Svay district, Santuk district, Prasat Balang commune, and Sandan district. It focuses on the lower section of the Stung Sen river basin within Kampong Thom.
Scope of Application
This water storage infrastructure project is located downstream of the Stung Sen river and supplements existing water reservoirs such as Dong Kampet and Ror Ksa in the upper Stung Sen river basin in Preah Vihear province. The project is intended to serve agricultural, industrial, and daily living water demands across the covered districts.
Key Provisions or Decisions
As of February 7, 2026, the project has reached approximately 80% completion. This new reservoir is designed to provide substantial water storage capacity, contributing to flood mitigation during the rainy season and supporting sustainable water management in the region.
Implications for Investors, Businesses, or Compliance
The development of the Kampong Koul water storage reservoir represents a critical infrastructure upgrade that improves water security for agriculture and industrial activities in Kampong Thom province. It reduces flood risks in populated areas along the lower Stung Sen river, which may enhance investment stability and operational continuity for businesses dependent on water resources.
