Background

On February 10, 2026, H.E. Sot Rasmey, Secretary of State of the Ministry of Water Resources and Meteorology (MOWRAM) and Chairman of the Evaluation Committee, led an inspection team to conduct completion assessments of hydraulic infrastructure under chapter 21 in the provinces of Takeo and Koh Kong. The mission included representatives from the Ministry of Economy and Finance and the National Construction & Consultation Enterprise (NCCI).

Scope of Application

The assessment focused on two specific hydraulic infrastructure projects:

  • The restoration of the Me Phnom Din Saom canal and the construction of related engineering structures located in Phnom Din commune, Kiri Vong district, Takeo province, following a 12-month quality guarantee period.
  • The repair work of the saline water protection dam at Chamkar Loeu village, Thma Sa commune, Botum Sakor district, Koh Kong province (phase 1), following a 6-month quality guarantee period.

Key Provisions or Decisions

After on-site inspection and technical evaluation, both hydraulic systems were found to have been properly restored, repaired, and maintained according to required technical standards, also meeting aesthetic expectations. The Secretary of State urged continued strengthening of attention and management to ensure sustained benefits, particularly in terms of improving local socio-economic conditions.

Implications for Investors, Businesses, or Compliance

This official assessment confirms the successful completion and quality assurance of key water resource infrastructure projects critical for irrigation and flood protection in strategic agricultural and coastal areas. Compliance with technical standards supports the reliability and sustainability of water management systems, which are integral to agricultural productivity and regional development. Investors and stakeholders in these provinces can reference this evaluation as part of infrastructure-related risk assessments and long-term planning.
