Background

On February 28, 2026, Mr. Saem Somnang, Program Director of the Water Resources Management and Agricultural Adaptation in Cambodia (WAT4CAM) phase 1, led a delegation from the French Development Agency (AFD) and inter-ministerial representatives to inspect the progress of a water infrastructure project in Rovieng District, Preah Vihear Province. This inspection was conducted under the authority of H.E. Thao Chetha, Minister of Water Resources and Meteorology.

Scope of Application

The project focuses on the irrigation infrastructure involving the Krorhom Dam and Sakreach-Or Kambo Dam systems within Rovieng District. It involves coordination among multiple ministries including the Ministry of Economy and Finance, and the Ministry of Agriculture, Forestry and Fisheries, as well as local authorities and farming communities.

Key Provisions or Decisions

The project is financed by AFD to enhance water security to reduce reliance on rainfall-based agriculture. It aims to double agricultural productivity by providing reliable irrigation capacity year-round. During the inspection, the program director emphasized the project’s strategic role in ensuring water resource resilience and sustainable agricultural output growth.

Implications for Investors, Businesses, or Compliance

Although primarily a public infrastructure initiative, the project presents implications for local agricultural investors and communities through increased productivity and income potential. The WAT4CAM program encourages ongoing cooperation and constructive feedback from farmers during the construction phase to ensure quality outcomes and community benefit.
