Inspection and Assessment of Climate-Resilient Water Infrastructure Subprojects in Kampong Thom and Preah Vihear Provinces

Background

On 3-4 March 2026, under the leadership of Senior Undersecretary of State Serey Bandith, the Ministry of Water Resources and Meteorology (MOWRAM) conducted site inspections of subprojects under the Climate-Resilient Water Resources Development and Flood and Drought Risk Reduction Program (CCRSIWFDMP) in Kampong Thom and Preah Vihear provinces. This initiative aligns with Cambodia’s strategic efforts to enhance water infrastructure resilience against climate change impacts.

Scope of Application

The inspection directly concerns five key water infrastructure subprojects within the geographic areas of Kampong Thom and Preah Vihear provinces. These subprojects involve dam and reservoir systems aimed at improving water management, flood mitigation, and drought reduction at local and regional levels.

Key Provisions or Decisions

The five subprojects assessed during the mission include:

  1. Ou Kokir Dam subproject in Boeng Lvea Commune, Santuk District, Kampong Thom Province.
  2. Mean Chey Storage Dam subproject in Mean Chey Commune, Sandan District, Kampong Thom Province.
  3. Ou Choun Dam subproject in Teuk Kraham Commune, Chha Samran District, Preah Vihear Province.
  4. Stoeng Sambour Dam subproject in Srorm Commune, Chha Samran District, Preah Vihear Province.
  5. Morateak Techo Dam subproject in Romdorsrea Commune, Chha Samran District, Preah Vihear Province.

During the site visits, discussions were held with provincial water resource management officials to guide technical directions and plan effective cooperation for project implementation.

Implications for Investors, Businesses, or Compliance

The phase-one study funded by the Asian Infrastructure Investment Bank (AIIB) aims at comprehensive feasibility assessment and detailed planning of the prioritized water infrastructure investments. This preparatory work is a prerequisite for commencing full-scale project implementation from 2027 to 2031, which may affect related construction, environmental compliance, and procurement activities.
