National Police Investigate Motorcycle Theft in Mean Chey District, Phnom Penh

Under the directive of Senior General Sao Thet, National Police Chief, and Lieutenant General Ngeing Ju, Director of the Criminal Police Department, the Lower-Level Criminal Police Office initiated an investigation into active motorcycle theft incidents in Mean Chey district, Phnom Penh.

The investigation focused on reported theft cases within the Mean Chey district, particularly in Mean Chey village, Stung Mean Chey commune, where victims lodged formal complaints with the criminal police.

On February 2, 2026, a victim named Seang Sokmeng, 24, filed a complaint with the Lower-Level Criminal Police Office. Following this, police officers Chan Sopheap (Deputy Director of the Department) and Leng Bunhour (Director of the Lower-Level Criminal Police Office) ordered a technical investigation at 17:15 near Stung Mean Chey lake area.

The police arrested a suspect, Mun Menghor, a 19-year-old Khmer male residing in a rented room in Mean Chey village. The suspect was linked to the theft of a black 2022 HONDA PCX 125CC motorcycle bearing Phnom Penh plate number 1KV-1957 and was also connected with drug use.
