Implementation Monitoring of the “Safe Village-Commune-District” Policy by the National Police in Pailin Province

Background

On March 5, 2026, Lieutenant General Hong Sitha, Deputy Head of the Plan Department of the Provincial Police of Pailin, led a working group to monitor and reinforce the implementation of the “Safe Village-Commune-District” policy and community policing activities in Kandal District. This activity is part of ongoing efforts to promote security, safety, and social stability at the grassroots level.

Scope of Application

The monitoring covered six administrative police posts within Kandal District’s geographic area, including the administrative posts of Kanjhor, Sya, Svay Luong, Anlong Vil, Veal, and Koh Chum villages. It involved participation from commune chiefs, deputy police post chiefs, relevant police officials, and other security personnel.

The exercise aimed to strengthen security mechanisms by ensuring enforcement of the seven core characteristics of the “Safe Village-Commune-District” policy. Emphasis was placed on fostering police-community cooperation and trust through timely public service delivery, coherent action plans for enforcement posts, and internal unity from police posts to police headquarters. Posts were instructed to intensify dedication and awareness in executing police and community work, promote awareness activities at least eight times monthly, and align with strategic police headquarters plans.
